Optical Express appear to be the leaders in Laser Eye Surgery pretty much since it has taken off. They do fluctuate between the No. 1 in Europe to the No. 1 in the World. They have the latest technology and have clinics in England, Scotland, Ireland and Wales as well as international clinics in the USA, France, Germany, Netherlands, Croatia and Spain.
In addition to Laser Eye Surgery, they also offer Contact Lenses, Spectacles, Sunglasses and IOLs. They offer free consultations which can be booked on their site directly. They have treated some famous people recently such as the legendary Daley Thompson and the Irish golf champion, Padraig Harrington.

Ultralase have a good spread of clinics over the UK, with just one in Ireland. They also offer a free DVD with their info pack, as well as free consultations, aftercare and the usual testimonials. The site can be unwieldy at times.
What I will say for them is that they do not attempt to pull the wool over your eyes with regards to price. The prices there, loud and proud with no 'from' prices per eye.
